The cache_swap_low and cache_swap_high are used by the cache replacement
module to decide when te start/stop removing objects from the cache (using
the LRU method).
The best way is to adjust the size of the cache in the "cache_dir" directive
and keep the cache_swap_low to 90%.. Squid will start automatically deleting
objects from cache until the cache_swap_high mark has been reached of the
size mentioned in the cache_dir...
