If you have cachemgr.cgi installed, check "Peer Selection Algorithms" for
something like this:

  peer digest from peer-proxy.name
[...]
  peer digest state:
needed: yes, usable: yes, requested: no

          last retry delay: 0 secs
last request response time: 1 secs
          last request result: success

  peer digest traffic:
requests sent: 24, volume: 2 KB
replies recv: 24, volume: 21279 KB

This covers your request of their digest. To check for them requesting a
digest from your proxy (if relevant), check your access.log for requests along
the lines of "/squid-internal-periodic/store_digest".

No.

Add "no-query" to the cache_peer options.
