Problem with cache

At me the following problem
After installation and start SQUID the cache has grown
till 58.23% and does not grow any more.

in squid.conf : cache_dir ufs /cache1 3500 16 256

real size on the hard disk (df -k) : 1024-blocks : 3596288
                                                   Free : 400320
                                                   %Used : 89%
                                                   Mounted : /cache1
Strings from cache manager :

Store Directory #0: /cache1
First level subdirectories: 16
Second level subdirectories: 256
Maximum Size: 3584000 KB
Current Size: 2086848 KB
Percent Used: 58.23%
Filemap bits in use: 237753 of 551384 (43%)
Filesystem Space in use: 3195968/3596288 KB (89%)
Filesystem Inodes in use: 298313/899072 (33%)

In what there can be a problem.
