Err..
Please read RFC 2109 (the current spec of the cookies mechanism),
specifically section 4.2.3 "Controlling Caching".
Squid implements the old (now ancient) "specification" from Netscape,
not the current specification written down in RFC 2109.
That said, the current specification is likely to cause even more
trouble until web server people learn the implications of cachability.
