delay pools fix for 2.2.STABLE5

I've done a delay pools patch for 2.2.STABLE5 that basically does the same
as my patch against STABLE4 except that it doesn't do the charging code which
I have abandoned for now due to lack of time.

The patch -- untested but based on tested code -- is at:

Something based on this patch has been incorporated into the latest
(unreleased) 2.3 development tree.
