According to several threads in de.alt.comm.isdn4linux (mostly
german), RST provoking does not work in 2.2.x kernels. I you are using
a newer kernel, this seems to be your problem. There is a patch for
2.2.12, which enables it (allowing echo 7 > ... again) in most cases,
but I have misplaced the url.

As far as I can tell from my own experience, 2.0.x worked better with
dialup and dynamic ips.
