Try this:
cache_peer wp.foo.com parent 80 7 no-query
acl x.y.foo.com dstdomain x.y.foo.com
cache_peer_access wp.foo.com allow x.y.foo.com
never_direct allow x.y.foo.com
If you have other cache_peer lines, then add a "cache_peer_access
cache.peer.net deny x.y.foo.com" for each of them.
