It requires a positive expiry age, or a Last-Modified header (ETag based
validations is not yet supported).
In the case there is no expiry information at all it is up to the proxy
to decide on what to use. The default configuration uses 0 (expire
immediately), but on this specific thread the min age was already set
higher than 0.
