Netscape sends no-cache on all uses of reload, shifted or not.
The difference between the two is that reload forces a cache validation,
while shift-reload forces a full fetch.

Correct.
Reload is usually sufficient to update the cache. There are however
cases where the modification checks fails (dates being wrong, or some
other errors), then Shift-Reload does the trick.
