They mean what the comments in squid.conf says they mean.
This is an FAQ for one particular packaged Linux version of
squid; I suggest you take it up with the package supplier, so
they can improve their documentation, or at least tell us what
package you are using.
Basically, they have configured a safe default in which only the
machine running squid can access the proxy.
If you have no joy from the packager, search the archive for the
name of the package, or read the comments.
