Squid 2.1.x behaves differently when the parents are non-icp. In such case
squid always goes direct although the parents are available. The parent
proxies are windows based and so are non-icp. Is this an issue in squid
2.2.x.

All versions go direct if the parent fails and you allow them to (don't
use never_direct). It may take a while (10 connection attempts) and
Squid 2.1 and earlier shows an error to the client until it has decided
that the peer is down, but it eventually does bypass it.
