        Most HTML, particularly most mass market HTML, is uncacheable,
        because of things like wanting to serve up different adverts to
        each user, ensuring that exact hit counts are registered, and
        browser etc. customisation.

        Generally commercial web content providers are not very aware of
        the value of caching and when they are aware, often have commercial
        reasons to deliberately defeat it.
