No. Squid is a HTTP proxy, not a FTP proxy. Part of being a HTTP proxy
involves acting as a HTTP -> FTP gateway when the user requests a FTP
resource using a HTTP client (browser).
If you can find a FTP client which understands how to use a HTTP proxy
then you may be able to use it behind Squid, else you need to install a
FTP proxy as well (The TIS Firewall Toolkit includes one..)
