Well, I'd increase the # of dnssservers and redirectors, so when some
are busy to deal with those unreachable sites there are still servers
available for other requests.
I don't know much about redirectors (I don't use any) but if possible you
should decrease timeout parameters so that they don't block for so long.
BTW: Do you cache errors? This may help...
