These are Unix times (seconds since 1 Jan 1970 00:00 UTC) and can be
interpreted with a two line Perl program, or even the Gnu version of
the date command. The Perl program is in item 6.4 of the FAQ (Squid
Log Files: Field Definitions).
You could also specify the use of the "common" log format.
