Re: DELAY POOLS: Cite, MIME, Dev., Doc, and OpenBSD

Delay Pools is a great feature of Squid which lacks in all others but
unfortunately does not work properly when allocating bandwidth evenly.
Class3_individual does not work at all. I really hope some work is done on
this to make this feature usable.
