That is the normal reply received when no request is sent in a timely
manner (30 seconds).

To get cachemgr.cgi running on a separate machine you have to do two
things:

1. Compile cachemgr.cgi for the machine where your web server runs. You
can only copy the binary if it is the same operating system and
processor.

2. Set up access control in squid.conf in such a way that the web server
is allowed to request manager information. The default configuration
only allows localhost.
