Rebuilding storage in cache dir #0 (DIRTY) after "reconfigure"

Hi,

(I posted this question earlier, but it seems that this only
reached the subscribers to the digest version of this list)

I've upgraded our production proxies to squid-2.1.PATCH1 over the
weekend.

Now I notice a different behaveour on "restarting" squid
(either by a kill -HUP or a "squid -k reconfigure":

It seems that squid is not properly writing out the cache.log (index),
or thinks it was not properly closed,
and therefore upon restarting it needs to rebuild the log or something.
This is especially the case (but not limited to) when squid has
active client connections when receiving the "reconfigure" signal.

This behaveour was not noticed in squid-2.0-RELEASE, which I ran
before on our caches.
