Ok. I should have said that you need to restart squid. Reconfigure is
not enought.
Unfortunately there seems to be a bug showing itself if you try to load
a somewhat larger file (larger than 4KB -> assertion failure). Patch
attached.

Maybe. You need to allow non-Squid 2 peers access to
/squid-internal-static/icons/. Squid 2 traps all
/squid-internal-static/* requests regardless of destination, so you
don't need do anything if your peers is running Squid 2.
