stoping RELEASE

I am running squid2.1-PATCH1 in httpd_accelerator mode. I am caching
static content that *never* changes, so I want the squid cache to fetch
it once and keep it as long as possible. I also want the squid cache to
ignore clients requests to refresh the objects.

Here is my refresh line from squid.conf:
refresh_pattern . 14400 90% 43200 override-expire ignore-reload
override-lastmod

And I am still seeing RELEASE lines from the store.log file:

911511075.191 RELEASE FFFFFFFF 304 911507394 911000882 -1
application/octet-stream 40199/0 GET
http://zfs0.zing.com/zing/content/80002c00.dat

Which I believe was caused by this line from the access.log file:

911511075.191 1 209.20.42.6 TCP_IMS_HIT/304 231 GET
http://zfs0.zing.com/zing/content/80002c00.dat - NONE/-
application/octet-stream

So, how do I ignore clients If-Modified-Since requests? Or is the
RELEASE not realy deleting the object from the cache?
