Squid cannot bind to port 8080

After an uneventful first week as a main proxy, I decided to rotate
squids logs using kill -USR1 etc. , as I have always done. However ,
this time squid came up with the error " cannot bind to port 8080".
It didn't help that it was just a few minutes to go before I caught a
bus
to the next city for the weekend !! Only after rebooting the Sun Netra i

was I able to restart squid.
Does anybody know why squid does this ? ( To be fair , the netscape
proxy used to do the same thing ). I had hoped to set up a cron job to
rotate the logs at midnight, but if this problem reoccurs then no-one
will
be able to surf until I get in in the morning.

Any help/suggestions would be appreciated.
