I guess we are in a similar position (I manage ftp.tas.gov.au). We do basic
redirects to our site for our local cache users, looking at our logs we
manage to redirect about 30% of cases to our local mirror. That is with
some very basic rules for 3 or 4 major archives we look after. Alghtou that
would save around 3-4 Gbyte a week.
It is VERY admin heavy.. unless an automated "map" could be put together,
it is not really viable.
I believe that dstc are putting togther database of who mirrors what in
australia, perhaps that would be a good technique/seed.
