Try (instead)

cache_host cache1.isp.net parent 3128 3130 default no-query
cache_host cache2.isp.net parent 3128 3130 default no-query

(this worked better in earlier versions of 1.1.xx, where requests would
simply fall through to the next cache-host when squid determined that a
host had become unreachable. In 1.1.20, at least, this trick no longer
seems to work very well)
