squid 1.1.10 on linux 2.0.30

Hi

After upgrading from 1.1.5 to 1.1.10 I get the following error.

CommBind:Cannot bind socket FD 17 to *:3128 (98) Address already in
use
Cannot open HTTP Port

reinstalled 1.1.5 with a squid.conf and still comes up with the same
error. What am I doing wrong?
