cachemgr.cgi stopped working!

All of a sudden, my cachemgr.cgi stopped working.

1) Any ideas why I am no longer allowed access via WWW browser?

2) Is there any way to run the script directly from the linux server?

3) Or, can I access the commands via a command-line on the linux server?
