cache_announce 2 but still not in the list

I use squid 1.0.20, have unremarked cache_announce 24, restarted and I am still not
on the Tracker list. I reduced 24 to 2 (BTW what is the unit of cache_announce???)

I also cannot get cachmanager to work, others seems to work.

I also need some hints:

I use now one Pentium 150 with 128 MB RAM. I get now 3 additional Pentium 166
with each 64 MB RAM, and 4 GB HD. Should Apache and Squid be on one machine?
I only recognized, that msql needs a lot of CPU, it will get its own machine now, but
how do I optimized split to the other two's?
