Would not the world be a happier and simpler place to live in if we
could just use http to get multiple Access Control files.

This way we could have an open marketplace of servers specializing in
different sorts of access restriction.

This would also be quite convinient for centralized control
for a country - region.

Also the proxy admins would become blissfully innocent and uninvolved
in this messy subject :-)
