Squid 1.0beta12 fails

Hello

I'm using Squid 1.0beta12 on a HP-UX 10.01.

I have the following problem: Squid don't want to start and put in
cache.log the line
comm.c:82: commBind: Cannot bind socket FD 18 to 111.111.111.111:3130:
                (226) Address already in use
FATAL: Cannot open Outgoing ICP Port
Squid Cache (Version 1.0.beta12): Terminated abnormally.

With 1.0beta11, I had the same first line, but Squid was runing quite fine.

This problem occurs when I'm using the tags udp_incoming_address
and udp_outgoing_address.
