Patches and the STABLE branches

This message is primarily to the developers who commit stuff in the main
tree.

To get a little structure in the release process it helps if only the
release manager commits stuff on STABLE branches. The exception being if
you have been specifically asked to backport something. It's normally no
big deal if you do, but in the end actually causes more work to the
maintainer than if you don't.

Patches with a bugzilla reference: close the bug report but have it
targeted for the stable release. This even if the change is not yet in
the STABLE branch. The report has done it's job in bugzilla, only kept
as a reference.

If there is something important in the queue to get merged into STABLE
then ping the release manager. Perhaps it even worth to speed up the
next maintenance release.
