It's the way it should be.
Squid-2.6 defaults to using the "3.0" protocol talking to acl helpers.
If you look closely there is also URL-decoding of the arguments after
the split.
The version in the latest 2.5 releases uses the older "2.5" shellwords
format, otherwise identical.
