In almost all cases it is ISO-8859-1. The languages not using ISO-8859-1
usually include the charset when submitting the error pages to make the
browser select the correct charset.
ISO-8859-1 has been omitted from most (all?) error pages needing ISO-8859-1
simply because most browsers have defaulted to ISO-8859-1 and the one making
the translation has therefore not seen the need for a charset tag.
