tosaddracl, first commit verdict

The branch rvenning_tosaddracl has now been renamed to tosaddracl and
it's existense somewhat documented.

After cleaning up the branch from indent errors it is apparent that it
cannot be committed in the way it is currently done. tosaddracl abuses
the access list concept in a quite bad manner and needs to be
redesigned.

I propose the following configuration syntax:

  maptos <tosvalue> <list of ACL elements>
  mapoutgoing <sourceip> <list of ACL elements>

rproxy-peergroup branch

(more specifically the changes in structs.h, cache_cf.c and acl.c)

The rproxy-peergroup branch as such is currently on hold, but the acl
changes it contains is generic and very much reusable for things like
tosaddracl
