auth-rewrite

I've branched off from ntlm a tag called auth_rewrite, to store the new auth
code I'm building.

I'll drop the list a line when it's running, but as a quick list it will

*reduce malloc usage
*cache acl match results (between reconfigures) changing the O(f(n)) where n
is entries in the acl to O(f(count(acls)))
*allow functionality (ie IP expiry) to be shared across authentication
schemes
*allow easy addition of authentication schemes
