Hmm.. I cannot repeat this. As I said mine finds the openssl includes
fine in the path specified by --with-ssl-include=

What error do you get?

I do however agree that the --with-ssl-include= thingy is a bit oddly
done, and I am not 100% sure it will work on all compilers..
