Rewriter code now stable

Hi,

My rewriter code is now stable and running in two of the largest caches
I have control over - proxy1 and proxy2.pworld.net.ph, which peer
with sv.cache.nlanr.net. This is at 1.1.8.

I also have a patch against 1.1.9 (actually, no changes, but redone just
to take out the fuzz). I have not tested this yet.
