Initial HTTP Header Rewriter available

Hi,

I've finally finished enough of my HTTP Header Rewriter for release.
See <http://www.iphil.net/~map/cache/rewrite.html> for some docs and
a patch against 1.1.8.

With a nice rewriter script (I'm starting one now), "evil" sites with
no Last-Modified/Expires, cookies, et cetera, beware! :)

A Content Rewriter seems tougher, though - and maybe we're going to be
sued. :)
