connection refused

hello, i am using squid 2.2 stable5. i did the following:
./configure --enable-snmp
make clean
make all
make install

then i added to squid.conf:
acl snmppublic snmp_community public
snmp_access allow snmppublic localhost
snmp_access deny all

but when i try connecting to squid i always get a "connection refused".
even if i try a "snmp_access allow snmppublic all", i get a "connection
refused".
any ideas?
