squid 2.2 DEV 3 not responding on port 3401

Hi!

I just did a clean install of Squid 2.2 DEV 3 and compiled it with snmp
enabled. The log shows also that snmp is enabled. But I can't get squid to
react. When telnetting to port 3401, I get 'connections refused'. I went
over the squid.conf several times but I don't know where the mistake is. I
even used 'snmp_access allow all' but I still get 'connection refused'.
What am I missing here?
